Microsoft introduced Enhanced Metafile with Windows NT 3.1, released in July 1993, specifically to fix the problems that had accumulated around WMF: its 16-bit data ceiling and its dependence on the exact device context it was recorded against. EMF rebuilt the same basic idea — a recorded sequence of graphics drawing commands rather than a static shape description — on top of the newer 32-bit Win32 API, with device independence designed in rather than bolted on, so an EMF file renders consistently no matter what device eventually plays it back.
